Just another option, which I think puts it more simply. It could also be "whether or not childcare services are available", I just thought I'd throw in another option.

I simply think this is a more normal way of putting it in English, as is often the case when Spanish uses "existencia", which is not used so readily in such contexts in English.
agree Charles Davis : I completely agree. This is much better than the others, and I do see "existencia" as meaning "availability". // In any case, you could adapt this and say "whether or not childcare facilities exist", but I wouldn't.

I MUST agree that child-care services might be a better option applying especifically to children but I would use availability or non-availability at the beginning of the phrase
