With free Not only do they have a CPU, they also have an operating system. Android is based on Linux, I think the Windows phone is based on, ... Windows. They are reduced functionality (who needs printer drivers with a phone?) but the underlying program code would be recognizable.

reduction core? sounds like something added to "save" space in the socket collar, so a reducer of some form? ask the client for more clarification!!

OK, you have the hardware answer (I vote to leave the hyphen out), now for the software answer.
If this is software, the kernel is the heart of the operating system. If it is a general purpose OS (think Windows or Linux), it includes a lot of functions that will never be used in your application. To save space in memory, these unused functions can be removed, the kernel rebuilt and the resulting kernel does all that you want without sacrificing anything AND it takes up less space.
