some more context would be helpful, but I'm guessing that there are EMEA, Americas and APAS agreement (probably trade related ones) and XXX presumably has significant knowledge of and experience working with companies who need to know the ins and out of how these agreement function in practice, and can thus help companies have better global business management by aligning their strategies with the way that the (probably trade agreements/practices) interact for practical business purposes.

on parle bien de lier des accord, même si cela peut sembler un peu bizarre.

voir par exemple:

conclusion des négociations, l'Union européenne a décidé de lier ces accords en intégrant dans chacun d'entre eux une clause commune prévoyant que tous les accords ne pouvaient entrer en vigueur que ...etc
