The phrase I'm having trouble with is "reprobado por arrastre". This phrase appears on an academic transcript from law school. I understand that "reprobado" would be translated as "failing" or "failed", but I'm struggling with "de arrastre", which, I presume, is the reason for the failing grade. Does it mean "failure to attend" or "insufficient attendance"? The School in question is the Universidad Central del Ecuador, Facultad de Jurisprudencia, Ciencias Políticas y Sociales, Escuela de Derecho.

I think this option would be easily understood in the US, though not commonly used. On US transcripts, the course information appears semester by semester, so it would already be clear what the student's original grade was for the course in question. In fact, even a grade of "incomplete" would, generally speaking, remain on the transcript even after a student has completed the pending requirements and has been assigned a grade.
Finally, another (more explicit) option might be "failed -- having re-taken the course."

In UK English, second attempts are called "resit" exams.
"Reprobado" -> estudiante eliminado que no ha aprobado un curso (no recibió el diploma porque fue reprobado en el último examen).

What is arrastre?
It's a course that the student failed and has to take a second time or "arrastrar".

El alumno que resulte aplazado en un máximo de dos asignaturas del semestre podrá inscribir las asignaturas del semestre inmediato superior, siempre y cuando no exista coincidencia de horario; debiendo inscribir con carácter obligatorio la(s) materia(s) aplazada(s) en calidad de arrastre.
Para los fines de nivelación, si un estudiante que lleve una asignatura de arrastre y fuese aplazado en ésta, pero haya aprobado todas las asignaturas del semestre inmediato superior, podrá repetir la asignatura de arrastre y avanzar en el semestre siguiente hasta completar las horas curriculares permitidas, si no existe prelación ni coincidencia de horario teórico ni práctico.
