sleeping

Homework / test English to French Tech/Engineering Telecom(munications) mobile networks, mobile phones
The contest is about using your mobile phone abroad and how to avoid being saddled with a monstruous telephone bill to pay on your return - how to turn off the roaming data on your mobile off while abroad. Could you please suggest how to translate "sleeping" in French in the following sentence : Many apps use data even when “sleeping.” Many thanks.

... FREE Mobile Illimité"

My understanding is that if I own a cell phone I can decide not to use it. after a while the apps and the phone are in limited functioning mode. The expression applies to either apps and/or phone. Sleeping in this context is an indication of low activation, low functioning either by direct prompt or automatic settings.
Peer comment(s):

disagree Nicolas Roussel : It seems to me that sleeeping refers to the Apps and not to thee device.
