Context as for previous question, but this occurs in two paragraphs. I don't think I can use "authority" here, and the best I could come up with was "Representation of the workforce". Am I missing something?
**Повноваження** трудового колективу реалізуються, загальними зборами (конференцією) та їх виборним органом, члени якого обираються таємним голосуванням на зборах (конференції), трудового колективу строком на 2-3 рохи не менш як 2/3 голосів. I think "representation" is a good candidate, like in this example:

I would suggest as other possibilities "powers" or "rights"
