I am guessing that this means the costings that accompany the design documentation. Is it the same thing as the сметная element of Проектно-сметная документация?

Context: к исключительной компетенции государственной экспертизы относится экспертиза обоснований инвестиций, технико-экономических обоснований и расчетов проектной документации

I am not sure why it specifically refers to расчеты and not just Проектная документация.

Any thoughts would be very welcome.
