Not sure if that's how it ought to be expressed in FR, but that's what I understand the s/t meaning to be: when expenses are posted to the accounts, they are often assigned a 'code' indicating to what class of expense they belong; so, say, salaries might have one code, transport another, and building maintenance or office stationery yet others. These codes help accounts analysis and may have an effect on tax issues as well (VAT rates, exemptions, allowable expenses, etc.)
So it sounds as if the audits have picked up on certain items that may have been incorrectly assigned to the wrong classification or code.
