Finishing the Youth Employment Protection Act... Ok, have no idea what that is. "board and lodging in an institution". Trying to figure out what an "Anstalt" is in this context

Exact name of the place of imprisonment is not important here - we are talking of the food within the "institution" (an umbrella term)

+1 "Detention centre" is the name of the "prisons" for young offenders.

Agree with Andrew 100% would definitely not call this an institution, far too ambiguous and vague. "Zubereitung und Ausgabe" would imply that we are talkng about food here not general care - as far as I know its quite common for adult prisoners to work in the kitchens of prisons, I guess its the same for the young ones - ...does not apply to juvenile offenders working in the kitchens (preparing food) or canteens (serving) of youth detention centres.

Sounds like a prison, it says Freiheitseintziehung.

agree BirgitBerlin : I would go for prison food too. "Freiheitsentzug" ist "prison". So this sounds like it's a youth prison. Ergo prison food.
