Context - section of a company report talking about "Развитие IT-систем и техническое обеспечение"
It has been explained to me by my client that the техническое обеспечение doesn't just refer to hardware or the provision of technical support, but rather "the whole technical supplies of the company". I am sure the meaning is instantly obvious to native Russian speakers, but I can't make the mental leap to correct English!
