安全構築というのは、build a security とか build/construct a safety infrastructureということだと思うのですが、日本語としては「安全基盤の構築」とか「（防衛や保障などの）安全の構築」の、助詞「の」が抜けてしまったコトを指しているのかと思いました。
国際協調との関連を踏まえると、「安全構築」という日本語そのものが少し乱暴な表現に思います・・・。

国際協調・安全構築
international collaboration and security building (or building security)

平和構築委員会が Peacebuilding Commission ですから、安全構築は security building で良いと思いますが、building security の方が表現として良いかもしれません。
