Учитывая контекст - "NEAR IN STRETCH" - собственное имя программы, которое надо преподнести похожим смысловым предложением. Мне в голову приходят такие: "Почти себе в убыток", "РЕСУРСЫ БАНКА ДЛЯ ВАС", и т.п.

Управление бюджетом при недостатке средств

Видимо, перечислены опции управления бюджетом в режиме ограниченного финансирования, при недостатке средств. При наступлении этого режима пользователь программы (клиент банка) может претендовать/получить отсрочку (grace period) в исполнении имеющихся финансовых обязательств или воспользоваться особыми/более гибкими условиями/тарифными ставками. Название придется сочинять в зависимости от конкретного контекста/продукта и его задач. Если надо именно 2 слова, может, подойдет что-то вроде "Сберегательный режим"? Не люблю "бюджетирование", но если узкоспециальное что-то, может и оно подойдет (ака "бюджетирование при недостатке средств")
