seguridad ciudadana (vs seguridad pública)

Hi,

I'm not sure how to say "seguridad ciudadana" in this phrase and/or distinguish it from "seguridad pública"

El gobierno ha establecido un enfoque de seguridad ciudadana muy parecido a uno de seguridad pública y orientado a objetivos de seguridad nacional

seguridad pública > todas las medidas que conducen a la protección de las instituciones y, a través de ello, del estado.
seguridad ciudadana > protección del individuo, aunque está implícita en la seguridad pública.

protecting individuals (vs protecting public order)

I’ve tried to get a grip on the overall sentence and that’s why my translation for the specific term requested is not very literal. In my experience "seguridad ciudadana" can be a slightly Orwellian phrase in its ordinary use - often being invoked by authorities who insist on talking about protecting people when they really want to clamp down on individual rights. And I think is what is happening here – a bit of word play really, which is difficult to translate with all its nuances, especially because the first “seguridad” is closer to “safety” and the last one is definitely “security.” So for what it’s worth, here’s a shot at a very loose translation of the whole sentence (might be off the mark because I do not have any context, although it sounds like current Spanish politics to me):
The Government has adopted an approach to protecting individuals which looks more like the protection of public order and the pursuit of national security goals.
