audio data management
If music or other audio data is transmitted over a Bluetooth interface using an advanced audio distribution profile (A2DP), a low quality wireless link may resuit in failed receipt and/or retransmission of media packets. This disruption may cause a lack of data buffered by the headset, which, in tum, results in an under run by the décoder since data is conventionally decoded as the data becomes available in the buffer.
Decoder under runs may result in audible gaps in the delivery of audio content to the user and/or a lack of synchronisation between displayed video and broadcast audio.
An under run may be indicated by a lack of audio data input to the décoder for decoding.

: C'est le contraire, overrun = dépassement (surcharge), under-run = insuffisance

si elle est insuffisante elle se surcharge

: No, it's actually the opposite: there is not enough signal for the decoder to decode

Une alternative intéressante pour votre considération.

: No, it's nothing to do with the performance of the decoder, it's all about lack of input data to feed it.

Discussion
'Decoder over-run' means the data arrives too fast, the decoder can't keep up — this is the case described by Gilles below.
Conversely, 'decoder under-run' means that the decoder runs out of input data; not usually because the buffer is too big (!), but more often for the kind of reasons mentioned in the source text, such as a low-quality wireless link — and it goes on to clearly state "...a lack of audio data..."
