I have a rough idea of this phrase, but I guess I've been gone too long from the cubicles, where this is apparently the new battle cry.

As you wish!
I tried to say in the comment that apparently this 'stuprör' thing 'it hasn't *died* out' as a fad ...
But, yeah, tunnel vision has been around a while, and seems to still be going strong ... as a term and human frailty! :-)

Understand completely, been there too many times myself!!

Note from asker:
It wouldn't be wrong to say that my own frailty kept me from thinking of this one! :-) |

:o)
Note from asker:
Well, Descartes, I'm going to give you two points for getting me started toward my now preferred "counteract fragmentation". But I would strongly advise against putting your suggestion in a glossary. ;-) |
Discussion
But seriously, this is really a strange way to describe any phenomenon, I think.
"Det kanske vanligaste stuprörsuttrycket i dag är stuprörstänkande, dvs. ett för snävt tänkande kring frågor som – enligt stuprörstänkandets kritiker – kräver bredare lösningar."
"fragmentation" might be too far in the "bitty" direction: stuprör's more solid qualities perhaps conveyed by "counteract barriers".
