Albanian to English Law/Patents Law (general) gjykim

A narcotics dealer in Tirana says in court that he wants the trial to be held "me gjykim të shkurtuar" and "në gjendjen që janë aktet e prokurorit". The last expression is not quite clear to me. Perhaps it means that no witnesses need to be heard and no interrogation of himself. This is a follow-up to a trial where he was convicted but serving his three years in prison was postponed, provided that he did not commit any crimes during three years. Sadly enough, this was not the case.

If possible, I would prefer a short expression instead of my long (guessed) explanation.
