This image appears in a love song sung by a man and wife coming to realize that while they have had many problems, and there was great distance between them, there is in fact a great deal of love.
I think the meaning here is that even though they were inaccessible to one another, the relationship was still strong, well-rooted.
Since this needs to be sung, I would need to ideally translate this with the stresses and syllables equal in Hebrew and English. The stresses need to be on: Leaves, high, touch; Roots, strong, fall.
