As I've said, this sort of small 'carton' (not really a good choice of term even in EN) would probably be better translated using a different term in FR — one of which could be 'boîte'; note that in FR, 'carton' tedns to mainly be used to described something larger, which in EN might be called a 'carboard box / carton'.
I share the slight misgivings others have expressed about the notion of 'transparent' paper — most paper is at best semi-opaque or translucent.
In view of the dubious choice of the term 'carton', I'm wondering if perhaps this is non-native-speaker EN, in which case, either the 'transparent' OR the 'paper' could be wrong — it might be semi-trasparent paper, or could even be transparent plastic, for example... might be advisable for Asker to seek clarification from the customer, to avoid the risk of a translation error.

: So have I; which is why I started by querying the accuracy of the source text, I suspect this is non-native EN: I have never been to a shop to buy a 'carton' of tea! However, without more context, we still have to be wary of over-interpretation.

I agree but see through paper makes no sense at all as does papier transparent. This is a wild stab in the dark which could be accurate once the asker gets a proper description of the packet!

And no, I don't think 'coffret' would really do — unless you haven't told us the whole of your context properly.
A 'coffret' usually is some kind of presentation or display case, holding different kinds of teas / infusions in different compartments, for example; here is a typical illustration of the notion of 'coffret':
