I would have to say I'm with Freek on this one though: without -s doesn't sound quite right to (my) native ears. It sounds a bit German. But maybe that's just me :)

Het eerste deel als afzonderlijk woord eindigt niet op een sisklank en het tweede deel begint niet met een sisklank, maar ik hoor tussen de twee delen (spreker + registratiecentrum) geen "s". Jij wel?

I think the piece of text we are being asked to translate is what the software says to a person (= a client) calling the number, if the system is unable to connect the person to the right person/system. They are told to contact their correctional officer and report it.
Maggie said ‘Enrollment Center is the telephone application to sign up for the program.’, so as I said elsewhere, ‘Enrollment Center’ (or ‘BI Voice ID Enrollment Center’) is in fact a piece of software (an ‘application’, in Maggie's words).
