I agree that they're inconsistent in their use of terms on their website. I think they could avoid the head teacher/principal problem in the title of their organization altogether if they simply called it the Association of Educational Leaders. Educational leader is a broad, common, and I believe locale-neutral term that can describe the different types of "school leaders" (principals/head teachers, school administrators, etc.) they have here as members.

But a principal could be any number of things or titles, and the word has so many different meanings depending upon the particular country.

So I think it could be used, as long as the context was clear in the document. However if one wanted to use a term similar to "principal," I would think that they would use the term Rektor. So if someone specially used the term skolledare, they then ipso facto in principle aren't using the term principal.

... is the most commonly used title in Australia for the head of a school, so it is not just an American term. Headmaster/Headmistress are still used but mostly in private schools.

The UK is still intact, at least until tomorrow, and good English dictionaries are still valid, eg, Collins which states that a principal is 'the head of a school or other educational institution'.
Consequently a principal is the top person.
When I was studying, at a technical college, the Principal was a Mr Orange, JP, and he was referred to as the Jaffa.
