An alternative term for "gas cooling tower" is "flue gas cooler". I would prefer to use the latter.

downstream of the gas cooling tower

If the passage refers to a linear process with several steps including 'gas cooling', would be inclined to treat 下 accordingly (reading it as しも) and rendering it as above.
Using 'beneath/below' may still be understood as 'downstream' but remains ambiguous or ambivalent.
