Chinese to English Tech/Engineering Business/Commerce (general)
The excerpt is: 总价:RMB…… The meaning seems to be "it includes the 17% VAT", but what does the 材料发票 mean in this case?

Materials tax invoice/materials VAT invoice

I read "材料" as being the kind of tax invoice. If you look at this page http://www.chinaacc.com/new/253_724_/2010_5_5_wa884891355155... you will see that there is a specific category of

So I would translate like this:
总价:RMB…… (含17%材料发票)
Total: RMB_______ (including 17% sales tax, "materials" invoice)
Peer comment(s):

agree Sharon Toh, MITI MCIL : Agree, but 17% can't be sales tax but VAT (增值税). VAT rate in China is 17%.

Thanks, Sharon, you're right, it's sloppy to equate the two

Material`s Invoice/Bill for the (used) materials

Including 17% of expenses for materials
