In correct Portuguese, it would either have to be "rampas-limite" or "rampas limítrofes". "Rampas limites" is incorrect whichever way you may think of it. There is no way you can have a noun followed by another noun, both in plural form, without a preposition or conjunction between them. The only explanation would be that one of them has the role of an adjective, in which case, what I said in the first phrase applies. ramp/grade/gradient limits I assumed this term would be understood. It's referring to the % of grade that's allowed in earthworks. It can apply to roads or cutting out lots for homes. It's the limit beyond which an incline is too steep. For example, in California a lot with a homesite is not allowed to have a grade/gradient of over 40%. With roads, they also use the term ramp, because the issue typically relates to ramps for entering highways.

O que dificulta a vida do tradutor são os erros no original. Se o termo tivesse sido grafado corretamente em português, facilitaria muito a vida do tradutor. O termo é "Rampas-limite", com hífen e com o temo "limite" no singular por ter papel de adjetivo.
