The sentence comes from a book concerning diversity management, and it specifically refers to the labor market for disadvantaged people.

@ChananZass you're probably right, the other being "chiamata nominale". I thought this is based on a "graduatoria", so I posted rating and ranking system, but your interpretation is simpler and better

I think that the concept is something more akin to "state assisted placement for people who have not obtained a high-school diploma".Companies above a certain size are obliged to hire a certain number of "challenged" workers from a list furnished by state authorities.
