Creio que existe uma expressão PT mais ou menos consagrada para um "short shipment", e essa expressão é "embarcado a menos".
Também ocorrem "embarcado a menor" e "quebra de lote", mas com muito menos frequência.

No entanto, neste caso/texto específico, que se refere a uma discriminação de créditos, creio que faz mais sentido usar uma expressão que evidencie do que se trata.
