Yes...it can be used that way also. A lot of phrases like this depend on the tone of voice...the listener will know if the speaker is really serious or sarcastic...in this case if we add "like" it will indicate the sarcastic tone.

Isn't it used to pledge to tell the truth, say sth earnestly? If yes, this is the opposite. Where else can i study the meaning/examples of your suggestion?
