It just means that in order to seek help from the Ombudsman the client has to have filed complaint that was not satisfactorily addressed by the client support section. "Protocolo" will be the number of the given by the client support to identify the complaint (if done by phone), or usually a slip of paper with a date and time the client presented the complaint with a signature of the person who received it.
