Not quite, see, e.g. [1]: loop unrolling — развёртывание цикла; разворачивание цикла, whence via раз-вёрты-вание цикл-а; раз-ворачи-вание цикл-а we have раз- -цикл- and -(ы|и)вание, then з becomes с because of ц (which is voiceless, unlike в), hence расцикливание. Definition of "розциклення" is as follows (sorry, but it's in Russian):

"необходимость многократных преобразований схем алгоритмов с целью обеспечения возможности одновременного решения нескольких задач в одном управляющем вычислительном устройстве (расцикливание)" (see reference 1).

My translation is suggested based on this definition.
(I.e. loop distribution is a special case of loop transformation; see reference 2).

One more translation option: loop parallelization techniques.
Example sentence:

neutral rns : По цитированным источникам, "расцикливание" в русском относится к преобразованию схем алгоритмов, а loop parallelization/distribution в английском — к loops, т.е. циклам как конструкции языков программирования. Что совсем не одно и то же.

Возможно, Вы правы. Но мы точно не знаем, что преподавалось в рамках искомого предмета. Я склоняюсь к тому, что loop transformation techniques было бы общим подходящим вариантом; вряд ли имелся в виду лишь частный случай (unrolling).
