If you read related questions it's pretty clear it's a standard proxy text translated or checked by smn who doesn't know Hebrew, aka a "DIY" job.

Corporations are governed under the laws of the states in which they were incorporated (registered and granted permission to engage in business).

Context would be helpful, but that looks like a heading in a table or database, where someone is expected to respond to the question of "where was it incorporated?" for a series of entries. My clue for this context is the slash. If the context is otherwise, the word corporation (in square brackets) should probably be included, but if it's a table heading, it is unnecessary.
