批示 is a legal term which is usually translated as "despacho" ("order"), while 准许 is a verb which is usually equivalent to "authorize" or "permit" or "approve".
I personally think that the order of the Chinese characters is somewhat weird here. The Chinese character "由" may be misplaced.
