The above sentence should be parsed as:
根据...年...月...日批示，准许YY设在由以下之商号XX输入下列物料。

批示 is a legal term which is usually translated as "despacho" ("order"), while 准许 is a verb which is usually equivalent to "authorize" or "permit" or "approve".

I personally think that the order of the Chinese characters is somewhat weird here. The Chinese character "由" may be misplaced.

The best solution is to obtain an official Portuguese version of this import license.

An import license is not necessarily required for all the goods and materials imported to Macau. Only some imported goods and materials require an import license and such import licenses are issued by different competent authorities of the Macau SAR. Refer to the following links for some ideas:

YY and XX may not be affiliated or related in any manner. One of them may be a transshipment agent, while the other may be the end-user of the imported materials or goods.

The above Chinese import license (進口准照; Licença de Importação) does not seem to be an official Chinese translation from its original Portuguese version. Terms such as 公司, 進口商 and so forth should be used in these official documents. Please be noted that 商号 is not usually found in these official documents.
