Thank you for your helpful comment! You are right, I searched this phrase again and found that it is better to translate it as املاک آپارتمانی پیش فروش شده/فروخته شده قبل از ساخت.

I just noticed this entry tonight... In looking over the entries I noticed this one I had not looked at before.

I think there is a problem with پیش ساخته here...this would be used for "pre-fabricated".

"pre-construction" means "before it is built"...I think the entry phrase refers to selling apartments before they are constructed...rather than "pre-fabricated apartments"
