Not sure of the meaning of this sentence, part of a short newspaper article.
El desempeño del nuevo delegado quedará luego a expensas de lo que suceda en las elecciones de final de año.
The context is announcing the appointment of a replacement official in the office of an outgoing official who was removed for bribery. Not much more to go on than that. I think it must mean the new official's job is up for grabs in the coming election, but how "a expensas de" fits in, or "desempeño," beats me.
