a cause for concern
Memprihatinkan berarti menimbulkan rasa kekhawatiran (anxiety). Sebagai padanan diusulkan idiom "a cause for concern".
Ref: http://www.dailywritingtips.com/a-cause-for-concern/
The idiom a cause for concern means “a reason to feel anxiety".
Kalimat konteks menjadi: Para pengungsi hidup selama bertahun-tahun di pengungsian yang sangat memprihatinkan > The refugees live for years in shelters which are a cause for concern.
IMHO.

worrisome
"desperate" describes the refugees' own feelings; "cause for concern" and "worrisome" both describe how we feel looking at the situation
The refugees have lived for years in very worrisome/ worrying conditions.

: "Memprihatinkan" comes from Javanese expression "mrihatinke", which is plainly translated to Bahasa Indonesia. "Mrihatinke" or "nggawe prihatin" is comparable to "worrisome" in English. Hence, memprihatikan = worrisome

In a poor condition / becomes a matter of concern
Apabila yang memprihatinkan adalah kondisi tempat pengungsiannya maka padanan kata memprihatinkan yang tepat adalah poor. Apabila yang memprihatinkan adalah kasusnya maka bisa digunakan becomes a matter of concern.
