This is a sealant/adhesive that provides a permanently elastic finish for construction/industrial applications. No more context I'm afraid. It is described as "nach ca. 1 Stunde handfest", which I take to mean it is hardened enough to touch/for further processing after an hour. Is there a pithy way of saying this? Allow the adhesive to flash off until it has a uniform, yellowish to transparent color (approx. 30-60 minutes). Then test with a finger to make sure the adhesive is touch-dry (no adhesive sticks to the finger) before you continue work.
