The word "issues" may refer either to "problèmes, questions à résoudre" (problems that must be addressed) or to "émission de titres" in case the source document is referring to investment products such as notes that have been issued by an investment bank or a hedge fund. If there is no clear information about the above mentioned questions, there can be no certainty about the appropriate French version of the referenced English term. In any case, the syntax of the proposed answer "les bons et les questions de livraison" is not correct because we can't separate the terms of a location when the first noun is never used all alone. I am referring to the noun "Les bons" which is always used followed by a defining complement, such as: "les bons du Trésor, les bons de commande, les bons de participation etc." Hence we should say: Les bons de commande et les questions y afférentes

More context ? More context could help us gain more certainty as to what we are dealing with. To me, delivery and issues are not at all related here (from what you've given us). It seems to be on one hand "delivery notes" and on the other hand "issues of products", not "delivery notes and issues " as in "delivery notes"+"delivery issues". So it would really help clarify things to have more from the surrounding text...
