Three biggest trade unions in the UK. Based on the asker's location, I assume this is the most apt choice. I am not sure what is gained by creating a new name.

I stand corrected Steffen has it right, it means the whole board.
So I would suggest "Trade" or "Industry" for the "Fachbereich" portion of the term. The AFL-CIO uses these terms, for instance.
You might also just use "Executive Board" followed by the specific name, e.g. "Executive Board for Health and Social Services."

An individual person? Based on the description of the board, I believe this term refers to a board member, not the board itself. The board has a chairperson, two vice-chairs, and a bunch of members who each represent a 'Fachbereich'. I believe that this term refers to one of the latter.
