Legalisation of signature
I am translating a legalisation of signature form (Bolivia).
I am puzzled by:
SE LEGALIZA FIRMA
NO CONTENIDO
Ventanilla Unica de Tramites
My attempt:
THE SIGNATURE IS LEGALISED
NOT CONTAINED
Single Window for Procedures
It obviously sounds pretty awful, but I am stumped. Why would a document which is solely for legalising the signature say "NOT CONTAINED"?

Although Andrea's answer is accurate, the original text is very terse; therefore, I'm suggesting this just as another option that's more in line with the structure of the original text.

Lo que se quiere dejar en claro es que la legalización es sobre la firma no sobre el contenido del documento.
Discussion
In February 2009 the Hague Conference decided to amend the wording on the Apostille to make it clear that no one was checking whether the document being attested was genuine or a fake. The new wording to be used was as follows. "This Apostille only certifies the signature, the capacity of the signer and the seal or stamp it bears. It does not certify the content of the document for which it was issued."
In other languages, I have seen the above wording in very shortened form.
