Estimados: tengo que traducir este término en referencia a neumáticos y no encuentro demasiadas referencias. Un ejemplo es el siguiente "... a carcass body portion that toroidally bridges bead portions on both tire axial direction sides and has turn-up portions that are turned up on outer sides in the bead portions."
Como verán, es el sustantivo y también el verbo correspondiente.

donde tiene contacto con la llanta (rin, aro) . Se reconoce por el ángulo de corte de la tela que no está dispuesto en 90° hacia el sentido de marcha como en la carcasa. No todos los neumáticos OTR radiales
disponen necesariamente del tejido de refuerzo del talón .

Circumferential fabric or steel cords in the bead area (outside the body ply) which protect the body ply and the ***body ply turn-up.*** The chafer protects the tyre from abrasion when rubbing against the rim. It
can be recognized from the fact that its cord angle unlike that of the casing is not 90° with regard to the running direction. Not all radial OTR (EM) tyres have chafers.

Se refiere a una de las diferentes capas de una llanta. En este caso es la capa interior que no lleva cuerdas. Ver el inciso 9 de la referencia y el dibujo.
