This is probably completely wrong, but since people don't seem to find the term in Google could it be that it is a typp? For example, I did find a "Hoch Software and Services. Also I found the term "Hochsoftware" in this PDF on "Softwaretechnik" from the University of Paderborn. I can't find anything about its history, and Hochsoftware gets no relevant hits. jccantrell's suggestion would fit the context. "Fully fledged", maybe.
