Best option ... is always to ask the customer. My only question: WHO writes in assembly language anymore? Even embedded programs are written in C, which falls under HLL.
I guess I am just getting old :(
What they are really saying is that they took it out of Excel and converted the macros and formulas there into another computer language. Wow! Quite a mouthful for one German word: Hochsprache!

This is probably completely wrong, but since people don't seem to find the term in Google could it be that it is a typp? For example, I did find a "Hoch Software and Services. Also I found the term "Hochsoftware" in this PDF on "Softwaretechnik" from the University of Paderborn. I cannot download and search where the term appears in the PDF, but you can.

Thanks I can't find anything about its history, and Hochsoftware gets no relevant hits. jccantrell's suggestion would fit the context. "Fully fledged", maybe.

Never saw this term ... but from your context, I might use 'real software' or 'purpose-built software' depending on my audience.
"We developed XXXX in 2003 as an Excel tool and then converted into ...
