The merit order approach described in the outputs 37 and 38 has been applied to the final energy savings measures. As a ranking indicator for the development of the merit order, the specific saving costs have been calculated using the cumulative costs, savings, and energy savings of the period 2016 to 2025.

The specific saving costs of FEC saving measures range from negative specific saving costs of about -120 million RSD/ktoe, up to positive specific saving costs of 330 million RSD/ktoe.
