Proxy Counsel connotes - to me at least - a Correspondent Lawyer acting at a location near the court and on behalf of the client's original lawyer elsewhere. If anything, the delegatie de reprezentare would be a Power of Attorney.

Why would any lawyer need to submit their retainer agreement to the court?
= to become (BrE) A Solicitor or Counsel (Barrister/Scots: Advocate) of Record > (AmE) an Attorney of Record, namely put down on the court record as acting for one of the litigants.

How about 'proxy counsel for the petitioner'... or 'counsel, acting for the petitioner, submits the proxy...' Not sure 'retainer agreement' is the right thing to use here. |

1. Counsel as a word is normally immutable and neither pluralis/zes nor takes an article; 2. agreed to your interpretation of the term: of-Counsel in an American inhouse sense 3. In the UK & Ireland, Trial Counsel is oft a 'Solicitor of Record' in court.
