А не только создавать информационные «смыслы», раздувать их до масштабов региональной гуманитарной катастрофы, а затем признавать, что кто-то что-то недодумал и ошибся, и, вероятно, искренне считать, что сделал хороший пиар-ход.

Thanks for your added notes. Yes, I see that it has some kind of meaning in applied linguistics, but I find it hard to see what it would mean in my context; the suggestion in your first note might be right, but I'll take it as an educated guess unless you can support it!

It's a guess, but I wonder if the author had "memes" in mind, insofar as this term has come to mean not only visual images online, but sometimes any time of "notion" that is spread, and also there doesn't seem to be a fixed Russian way of expressing it, other than "мем".

Is the article, by any chance, a cynical discussion of the G-7 and the refugee crisis in Europe?
