Country specific It is not really possible to find a term that is "established and covers the concept of this \"people\'s school\", in this particular case in the late 1800s, early 1900\'s" for the whole English speaking world. It would be totally country/state/colony specific. Most importantly, the "folkskola" was a universal as well as compulsory school that required examined teachers, and which was funded via taxes.
