I first translated it as "on-the-spot punishment for minor offences" , but now going over it again I am not so sure any more. I mean I am sure it's quite right, but maybe there is another way of expressing it - taking into account that in fact it was invented as a policy, and thereafter an entire social infrastructure had to developed to accomodate it.

I know that the English on the various Dutch government websites can be pretty terrible at times, but they are using "on-the-spot penalties" too:

Why is "on-the-spot penalties" unidiomatic? You do know what unidiomatic means, right? I hope you aren't just copying John. It means: "not using or containing expressions natural to a native speaker of a language".

Comment: "Thank you! It's again one of those questions, where it is highly difficult to choose one or even two of all possible translations. I think the Dutch term implies more love and patience than Zero Tolerance (apart from nultolerantie). Funnily enough, the same policy applied to domestic pets would be called "caught in the act" punishment.

There is more than one translation. This one also fits the context quoted by Michael in his note - and is frequently used. Zero tolerance is the (policing) strategy of reacting immediately and fully to even the smallest infringement of a law or rule, in order to discourage more serious infringement. On reflection: As the term is frequently used to describe a policing strategy it cannot refer to on-the-spot < punishment >. Police can only interrupt, apprehend, fine and arrest - and all of that can merely be the prelude to a successful defence. It is the policing that is on-the-spot, not the punishment.

It is general - but both the Dutch and English terms are a bit vague in definition and usage, I feel. 'Nultolerantiebeleid' would have been a better fit - but I think that the author could still have meant that, but used 'lik-op-stuk'.

The point here is that it happens fast, and that the kids know this. That's "de stok achter de deur": the knowledge that they will be punished swiftly.

I thought about tough love: in US at least it is meant/understood more as a justification for parental actions, for those who put their kids in a rehab or throw them out of the house. It is indeed a legitimate concept, has been around for decades, but it doesn't translate back to lik-op stuk, which has been institutionalized (so to say).

That is, the concept is here being used to refer to the aspects I mentioned in my answer and elsewhere, such as: on-the-spot, immediately/immediacy, direct, etc.

How negative is this policy considered to be in Holland?. I ask because I realize the contexts of jaarwisseling and various other judicial/economic contexts broaden the concept of Lik-op-stuk beleid. Since I am concerned exclusively with social services and care for youth (!), I am ready to call it "Broken Windows Theory", which some say is synonymous with Zero Tolerance in its broader meaning, except that Broken Windows theory seems to be applied only to policing juvenile delinquents/homeless and indeed used as a country-wide (Both US and UK) educational approach. Both Zero Tolerance and Broken Windows Theory are considered to be major failures. What about lik-op-stuk beleid? What I read online in the context of zorg includes the so-called Top600 programme that to me sounds like a crackdown. Is there any evidence that it worked?

sounds like a lot of mumbo-jumbo to me. but then again, I never studied translation, so what do I know? I read the phrase "lik-op-stukbeleid", looked it up in my dictionaries, googled it, and then gave it some thought. since I didn't, and still don't, really even know what the NL "lik-op-stuk" means, I must have gotten lucky to be so insufficiently detached. ;-)
Which is why I call it 'literal translations'.

Perfection doesn't exist in translation.
What I mean by 'literal translations', by the way, is that they stick to the syntax and 'word images' of the source text and in doing so are very likely to miss the essence of the messages, they don't look at what's behind the words and their interrelations.
It is the most ubiquitous disease in translation even if translators translate to their mother tongue.
So it is not so much a matter of nativeness as it is about subject matter understanding and above all taking distance to what you produce, being critical and think.
Just copying and pasting some dictionary entries is in my opinion unacceptable.
In this case none of them is really appropriate and most of them are simply incorrect.
Maybe sth along the lines of:
‘lik-op-stukbeleid’ (zero tolerance policy involving on-the-spot penalties or other forms of immediate action)
In any case, some kind of more descriptive translation and/or one including an explanatory note would be needed, if you ask me.
Regarding your solution to the glossary problem, I think it would make much more sense to use two separate terms, for two separate concepts.

As regards "crackdown", although I don't think it is right in this context (if used to refer to the policy in general), it isn't unidiomatic in itself. See e.g. "Turkey has banned all academics from leaving the country, cancelling their annual leave, as President Tayyip Erdogan's post-coup crackdown ..."
I think "tit-for-tat" is wrong in this context, but not unidiomatic.
FELOnline's "speedy and appropriate response policy" doesn't quite sound right, but is perfect English. Another option might be "policy of speedy and appropriate response". Also nothing wrong with that. The good thing about the latter two is they contain both important aspects of the original Dutch concept: "speed and appropriateness" ("snel en consequent" or "snel en krachtdadig "). See also the two rijksoverheid.nl refs I gave at the end of my answer – which clearly show that the "immediate action" aspect is central to the concept – as well as the wikipedia article on the Dutch Openbaar Ministerie.
On the street, with the police or community watchdogs, it also turns out more like immediate action passing the next (judicial) step further down the line of various social institutions, but immediately!. Zero Tolerance in its US version is pretty much a carte blanche for whoever says they are in charge.

That is, they all refer to punishing the crime as quickly as possible, directly, and/or on the spot, rather than stressing that every single little crime, no matter how small, will be punished. That's why I think the emphasis would be wrong if you were to translate the Dutch phenomenon as a "zero tolerance policy".

That is, a zero-tolerance policy doesn't necessarily mean or imply that incidents are dealt with swiftly, or on the spot, as seems to be what a "lik-op-stuk-beleid" in the Netherlands means. There is no mention of taking a hard line (in any of the refs on "lik-op-stuk-beleid" in Dutch sources), which is one the main meanings of zero tolerance in English, in my opinion.

The overtreders might not be fined on the street, but they are immediately given an "acceptgiro voor de boete" in the police station. IMO, this warrants referring to it as a "policy of imposing on-the-spot penalties". "On-the-spot" being the police station.
