engineered carve-out

helped replenish the Bank’s concessional windows for low-income African countries; and engineered a financial carve-out for regional integration.

I wonder whether or not the term \"carve-out\", in this context, means \"to reorganize equity in a subsidiary company\"?

Maybe it does mean a divestment, though I don't see how a financial carve-out is different from any other kind of carve-out, and the meaning of "for regional integration" is not clear.

That's the normal meaning, to spin off part of a business, but it doesn't make much sense here. Do you have any more surrounding text, or is this a bullet point on someone's CV?
