According to the reference below, the two terms are often used interchangeably. I think either would be fine, however if you do need to make a distinction, I understood the difference to be as follows:
- A mandrel is a shaft or spindle to which work is fixed while being turned.
- An arbor is an axle or spindle on which something (a tool) revolves.
- A mandrel is a shaft or spindle to which work is fixed while being turned.
