This is one of a series of defects described in a sample show. The image shows the inside of the tongue of the shoe being pulled back but I can't see what they are talking about. Obviously we are not talking about the spray for cleaning suede in this case:

"La camoscina è staccata dal toppone e presenta delle «bolle d’aria» che non sono accettabili."

I've found "camoscino" translated as heel grip but as I mentioned, the photograph is of the inside of the tongue...

I also foundling that camoscina is the spray used to revive the colour of suede shoes but it doesn't seem to fit your context.
