商用空间管理及经营批给 This was translated as Commercial Space Management and Operation Grant. I want to know the correct translation of this term in this context, as "operational grant" means something else in English, i.e. government funding.

It is part of a tender for businesses to submit proposals for use of commercial space in a public transportation facility.
