There are no material barriers to supply-side substitutability between the transport of the various categories of rail freight. To the extent that specialist wagons are required (e.g. for petroleum or chemicals), these can either be purchased or leased upon an operating or full pay-out (financed) basis. The market for equipment leases (either standard or specialized for the transport of specific goods) is not capacity constrained, the offer for such equipment exceeding the demand. This is evidenced by the fact that all main leasing companies (GATEX, ERMEWA, VTG, NACCO, etc.) have a presence in Romania.
