A simpler version:
government-sponsored software developers
Actually, in this case “sharashka” is a misnomer.

Thank you! Actually, I’m not quite sure how we should call them. Maybe the author meant just a company like Kaspersky Lab.

Спасибо! Думаю, у слова secret не та коннотация. Подозреваю, что эти «нео-шарашки» secretive, если разрабатывают ПО для госведомств (включая спецслужбы), но даже это не факт. Напомню, я отошел от своей первоначальной версии.

neo-Sharashka/new "Experimental Design Bureau"
Sharashka
The Experimental Design Bureau (Russian: Опытное конструкторское бюро, Opytnoe konstruktorskoe bûro; ОКБ), commonly known as sharashka (Russian: шара́жка, [ʂɐˈraʂkə]; sometimes sharaga, sharazhka) was an informal name for secret research and development laboratories in the Soviet Gulag labor camp system. Etymologically, the word sharashka is derived from a Russian slang expression sharashkina kontora ("Sharashka's office", which in its turn comes from the criminal argot term sharaga (шарага) for a band of thieves, hoodlums, etc.[1]), an ironic, derogatory term to denote a poorly organized, impromptu, or bluffing organization

Note from asker:
After I posted the question, I remembered this word from Solzhenitsyn's В круге первом, which I read 30 years ago: one of the main characters is forced to work in a sharashka to help the security state. The relevance to the context of the article I'm translating is limited, but as so often with Russian journalists (particularly the male ones), the writer's aim seems to be to show off rather than inform. |

: "Шарашка" is a thing from our Soviet past. I don't think a Western government has ever forced imprisoned scientists to work in secret labs.

Thank you, FreEditor. I do not think either. We did recruit though "our half" of German scientists after WWII. :https://en.wikipedia.org/wiki/Operation_Paperclip//also https://en.wikipedia.org/wiki/Operation_Osoaviakhim

While many home users in Russia probably don’t mind if their telemetric or other (hopefully nonpersonal) data is regularly sent to the software vendor’s servers, the situation is very different with government agencies.

Try reading some articles or discussions, and you’ll see what I mean. The general idea is “they’ll waste taxpayers’ money,” not “they’ll use forced labour” or “they are The Evil Empire” (unless the author is an idiot).
